Stuart is currently the Head of Airspace Modernisation for the Civil Aviation Authority. He has accountability for producing the U.K.’s overarching Airspace Modernisation Strategy (AMS), as required by the Secretary of State for Transport. The Strategy covers all elements of airspace modernisation, new airspace users, the technology, standards and policy/procedure/process requirements that all of airspace’s users, service providers and beneficiaries must apply as they look to improve the system. The AMS is not however a detailed template of airspace change designs.
Stuart has worked in Air Traffic Control, Airspace Management and Change since 1988, when he joined the RAF as an Assistant Air Traffic Controller. Since then, he has worked as a civilian Air Traffic Controller in London’s Terminal Control area, as well as managing operational procedure design and safety teams in NATS, before joining the CAA in 2009 to run the Airspace Regulation function until 2021.
